New support for low tonnage, low risk chemical registration (REACH)

The European Chemicals Agency (ECHA) has recently produced an inventory of substances that could potentially be hazardous. This inventory is to aide companies in helping to decide if they will be able to register a particular substance with limited information, based on its low tonnage, low risk properties.

The REACH 2018 deadline will see the threshold tonnage for hazardous substances lowered to between 1-10 tonnes; there is now criterion available where a manufacturer/importer of a particular substance can submit limited information covering physiochemical properties only. This is if Annex III criteria do not apply, namely:
 

  • “There is no indication that a substance is likely to have carcinogenic, mutagenic or toxic to reproduction (CMR, category 1A or 1B); persistent, bioaccumulative and toxic (PBT) or very persistent and very bioaccumulative (vPvB) properties.”
  • “There is no indication that a substance with dispersive or diffuse uses would be classified as hazardous for human health and/or as an environmental hazard under the CLP Regulation.

If your substance fulfils one of the Annex III criteria, it needs the full set of information including physicochemical, toxicological and ecotoxicological information.”
