The Carbon Reduction Commitment (CRC)

A 3rd Government consultations is taking place on the detail of the CRC.   The consultation pages can be found on the DECC website at:
 
 
The consultation package puts forward the following documents:

The final date for responses is 5pm Thursday 4th June 2009.

CRC is scheduled to come into effect in April 2010.   CRC is a cap and trade scheme to reduce carbon dioxide emissions from large non-energy intensive organisations in the public and the private sector.   It is designed to create a shift in awareness, behaviour, and infrastructure.   The scheme will involve approximately 5,000 organisations and will achieve 4Mt CO2 savings by 2020 through improvements in energy efficiency.
 
Who is required to participate?
 
  • Any person or organisation may be liable to participate, where they meet the qualification criterion.   That criterion is that a person or organisation consumes 6,000 MWh electricity from half hourly metered electricity supplies during a qualifying year.
 
  • Where 25% or more of the total emissions of an organisation, or subsidiary of it, are covered by a Climate Change Agreement (the BPF expects to have one for Electricity useage later this year) then they are temporarily exempt from CRC.   The rate is not linked to any particular fund, but to the emissions covered by CCA.
 
BPF members should check whether they are eligible.   In the Consultation Paper the Government propose and immediate £5K fine for failure to register by the deadline.
